ASEAN Infrastructure Review, June 20, 2025 – In a move that reinforces Malaysia’s role as a regional engineering hub, HRJ Engineering (M) Sdn. Bhd. has been launched with a mandate to advance sustainable and integrated infrastructure solutions across ASEAN.
Despite partial foreign ownership, the company maintains a Malaysian majority shareholding (51%), ensuring decision-making remains closely aligned with national priorities and regional needs. This structure has been praised by policymakers as a model for responsible foreign collaboration.
HRJ Engineering will prioritize environmentally conscious designs, digital project management systems, and modular construction techniques—many of which are derived from Zhuotu International’s proven track record in large-scale developments.
From green buildings to transport corridors and renewable energy facilities, HRJ aims to contribute meaningfully to the UN Sustainable Development Goals (SDGs), particularly SDG 9 (Industry, Innovation, and Infrastructure).

With Malaysia’s government actively promoting public-private partnerships (PPPs), HRJ is well-positioned to participate in upcoming national and regional flagship projects.
